1. Passenger Manifest: A detailed list of all passengers aboard the aircraft, required for customs and immigration processing upon landing in Thailand.
2. Flight Plan: A complete flight plan detailing the route, departure and arrival airports, estimated times, and alternate airports. This is essential for all flights entering Thai airspace.
3. Air Operator’s Certificate (AOC): A valid AOC from the operator’s home country, demonstrating authorization for commercial or non-commercial flight operations.
4. Insurance Certificate: Proof of valid insurance covering aircraft hull, passenger liability, and third-party liability, in accordance with Thai aviation regulations.
5. Cargo Manifest (if applicable): If the flight carries cargo, a manifest listing all items must be provided for customs clearance upon arrival.
6. Ground Handling Agent Confirmation: A confirmation letter from a local ground handling agent in Thailand, ensuring services such as fueling, parking, and passenger assistance are arranged.
7. Slot Confirmation (if applicable): For operations into busy airports, slot confirmation may be required to ensure a smooth landing.
8. Aircraft Registration Certificate: A document certifying that the aircraft is registered in its home country, allowing for international operations.
9. Aircraft Airworthiness Certificate: A certificate confirming that the aircraft is airworthy and meets all relevant safety standards.
10. Crew Licenses: All flight crew members must hold valid licenses issued by their national aviation authority, recognized by CAAT.
11. Noise Certificate: While not always mandatory, it is advisable to provide a noise certificate demonstrating compliance with ICAO Annex 16 noise standards, especially for operations near urban areas.
12. Security Clearance (if applicable): Additional security clearances may be required from Thai authorities for flights transporting high-profile passengers or sensitive cargo.
13. Customs and Immigration Pre-Approval: Pre-arrangements with local customs and immigration authorities should be made to ensure smooth processing upon arrival, particularly for non-scheduled flights.
14. Special Permissions (if applicable): Additional permissions from CAAT may be necessary for VIP transport, government operations, or special circumstances.
15. Additional Documentation for Charter Flights: For chartered flights, additional documentation regarding the nature of the charter, such as contracts or letters of authorization, may be required.

Foreign operators also need an FAOP (Foreign Air Operator Permission) for commercial flights, with the next application window open from January 15 to February 20, 2024. Applications and documentation are submitted through CAAT’s portal, with flight-specific permits subject to re-approval for any changes.
