Overflight Permits in Turkey’s International Operations

According to the Turkish Civil Aviation Act Nr.2920 and related procedures, flight permit applications are assessed based on safety, security, and commercial considerations. General aviation flights following the European Civil Aviation Conference (ECAC) guidelines do not require a flight permit from the Directorate General. However, unscheduled flights and state aircraft must submit detailed applications, including aircraft information, purpose of the flight, and cargo details. Notably, flights carrying heads of foreign states or sensitive cargo are subject to a separate assessment by the Ministry of Foreign Affairs, necessitating early submission. In 2005, a regulation eased overflight permit requirements for general aviation, but compliance with regulations and bilateral agreements remains essential.

Landing Permits in Turkey’s International Operations

Obtaining landing permits for business aviation operations in Turkey involves adherence to specific procedures. The Turkish Civil Aviation Act Nr.2920 and relevant regulations guide these processes, focusing on safety, security, and commercial rights. General aviation flights following the European Civil Aviation Conference (ECAC) guidelines can operate without a specific landing permit. For other general aviation flights, particularly those outside the ECAC scope, unscheduled flight permits are necessary. When applying for landing permits, operators must provide comprehensive information, including aircraft details, crew information, purpose of the flight, cargo details, and airport-related specifics. Flights carrying heads of foreign states, dangerous cargo, or military troops necessitate applications submitted to the Ministry of Foreign Affairs, requiring a 10-business day lead time. Operators should stay updated on bilateral agreements and ensure compliance with regulations to avoid delays when operating in Turkish airspace.
