Overflight Permits in Romania’s International Operations

In Romania, overflight permits for non-scheduled air transport are granted by the Romanian Civil Aeronautical Authority (RCAA) on behalf of the Ministry of Transport. These permits are required for flights performed with civil aircraft registered in another state that have their point of origin and/or destination within Romanian territory. The process for obtaining overflight permits includes submitting a notification to RCAA, which should include the flight schedule, any amendments, and aircraft details. EU member state air carriers can conduct such flights on routes falling under Regulation (EC) No 1008/2008 of the European Parliament and Council within Romania, subject to notification. Generally, the right to perform these flights is reserved for the operators of aircraft from the country of origin and destination. However, third-country air operators may be granted authorization under certain conditions. Flight authorization applications must be submitted to RCAA within specified timeframes, and operators should obtain arrival/departure slots before applying.

Landing Permits in Romania’s International Operations

In Romania, landing permits for non-scheduled air transport are essential for international flights with landings within Romanian territory. These permits are granted by the Romanian Civil Aeronautical Authority (RCAA) and are necessary for various categories of flights, including air ambulance operations, emergency medical assistance, search and rescue (SAR), and flights involving official governmental and presidential delegations. The application procedures differ based on the nature of the flight.

For air ambulance operations, emergency medical assistance, and SAR flights, the application should be submitted to RCAA at least thirty (30) minutes before the operation begins. For flights with official governmental and presidential delegations, the application should be submitted through the Romanian Ministry of Foreign Affairs to RCAA at least two (2) days before the flight’s commencement.
