Overflight and Landing Permits in Democratic Republic of the Congo’s International Operations
Democratic Republic of the Congo, officially the Republic of the Congo, maintains its own distinct regulations and procedures governing permits for aircraft intending to land or enter its airspace. These requirements apply across a broad spectrum of flight operations, including private, general aviation, charter, scheduled, non-scheduled, passenger, cargo, technical, or traffic landings, necessitating prior permission.
To obtain an overflight permit for the Democratic Republic of Congo (DR Congo), several considerations must be taken into account. These include providing a complete flight schedule, specifying the entry and exit points within DR Congo’s airspace, furnishing all passenger details, and sharing consignee and consignor details.
When acquiring a DR Congo overflight permit, it is essential to include the issued permit number in Item 18 of your submitted Flight Plan. The permit typically follows a format like this: “Drcongo Overflight Permit: AAC/S/0580/0759/2020.” One notable advantage for operators is that there are no official Civil Aviation Authority (CAA) processing fees applied for the issuance of DR Congo overflight permits. This can simplify the administrative process for flight planning. The validity of a DR Congo overflight permit extends for a duration of +72 hours from the initial requested schedule, offering flexibility to operators within this timeframe.
DR Congo’s airspace is covered by a single Flight Information Region (FIR), and its ICAO code is “FZZA.” The responsible authority for issuing DR Congo overflight permits is the DR Congo Civil Aviation Authority, with a postal address at the Directorate of Civil Aeronautics BP 6514, Kinshasa, DR Congo. Operators should note that the DR Congo CAA will issue the air navigation bill directly to the airline/operator. Additionally, the working hours of the DR Congo Civil Aviation Authority are from 0700Z to 1700Z, Monday to Friday, with the weekend observed on Saturday and Sunday.
